Usui is the second-highest ranked Fighter of the Juppon Gatana after Soujirou Seta despite the fact that he is completely blind. His strength and competence as a swordsman rivals that of Kenshin and Saitou. Like many who serve Shishio, He is a cold and ruthless murderer. He enjoys killing so much that it doesn't matter if the person in question is an ally of an enemy. Although technically an ally of Shishio's, he and Shishio have an adversarial relationship as Usui has stated that he's only joined Shishio's forces in order to get a better chance at killing him. Usui is seeking revenge because it was Shishio who blinded him back during the Meiji Restoration. Because of his blindness, Usui's other senses have become extremely sensitive so that he can sense whatever moves his opponents make even better than a person with eyesight. He is very boastful of his "Shin Gan", or the ability to use his super senses to be able to tell a person's emotions. Although Usui claims to state his intentions outright, his real motivation may be different...
past:
Usui was a very strong fighter on the side of the Bakufu during the Meiji Restoration, and was one of the many who were unfortunate enough to come up against Shishio (still working as a hitokiri at this point). Shishio easily dispatched Usui and left him completely blind. Not long after though, Usui discovered that his other senses had become super-human when he used them to lead him to a nearby stream. From then on Usui honed his new abilities to become an even deadlier fighter than he was before.
