Hoji is the administrative and strategic brains behind Shishio's entire organization. Although he is not a fighter, his high level of intelligence more than makes up for this and Shishio relies on him to keep his army running smoothly. After Yumi, Hoji is the most devoted follower of Shishio and his vision for a new Japan; he is passionate about his cause to the point of insanity. Despite this, Hoji is generally seen to be calm and collected, although sometimes the strength of his feelings cannot be contained. For Hoji there is no doubt that Shishio will succeed in defeating Kenshin, believing in his master's strength completely and wholeheartedly.

After the restoration, Hoji actually served as a bureaucrat in the then newly-formed Meiji government. However, he became disillusioned because he did not meet anyone within the government whom he deemed truly fit to rule over Japan. Having lost faith in the government, his quit his office and went on to become a member of Shishio's organization.
